Terror as justice, justice as terror: counterterrorism and anti-Black racism in the United States

How do counterterrorism policies in the United States reproduce anti-Black racism? Research on U.S. domestic post-9/11 has largely focused experiences of Muslim Americans while marginalising both overlapping and separate effects policy non-Muslim people colour, particularly Black communities. I argue that policy, as an act determining what kinds political contention state finds non-threatening, roots historical treatment resistance continues to derive power legitimacy from oppressing Using case Liberation Army its members, show federal institutions were shaped by opposition liberation, alongside more well-studied threads xenophobia Islamophobia. This article thus extends understandings discrimination prejudice within apparatus advocates for greater attention anti-Blackness not only policing but security broadly.
